Friday's ruling from the Kansas Department of Labor is a defeat for the Shawnee Mission School District.
Normally, the district cuts one-year deals with the NEA for its teachers.
The Labor Department said the effort to impose a three-year contract was deliberate.
It was not a good faith negotiation.
And it was done to interfere with the teacher rights.
