Andrew Cuomo says people must still wear masks when going to curbside pickup at retail locations.

Of reopening... curbside retail is now allowed.

You must wear a mask, even in your car, when you are picking something up.

If curbside is not an option, in-store pick up is allowed.

--you must order ahead of time.

--no more than 50 percent maximum occupancy.

--store owners must make hand sanitizer available.

Cuomo part two 14:55 any business that opens today, in the regions that can open, they sign a compliance agreement and that compliance agreement is kept on the premises.

If there's a violation - which should be enforced by the local governments - they have that business owner who agreed to operate under the following conditions and therefore violated that agreement 15:19 and they can be closed on that basis 15:24 if we get any complaints, we forward them to the local governments 15:27 as for salons and barbershops... the governor gave an answer.... that is part of phase two.

Earliest opening would be may 29th.
