The Indian National Congress is in talks with the 'People's Alliance for Gupkar Declaration' to jointly contest upcoming local-level elections in Jammu and Kashmir. The Gupkar grouping is led by Farooq Abdullah-led National Conference (NC) and Mehbooba Mufti's People's Democratic Party (PDP), and consists of some other smaller parties. J&K will soon vote in District Development Council (DDC) and Panchayat elections. Congress' Ghulam Ahmed Mir said that it was an opportunity for people to democratically express anger against those who forcefully levy laws on J&K. Meanwhile, Congress' partner in Maharashtra, Shiv Sena slammed the PDP chief. BJP lashed out at the Congress over the Gupkar alliance in Kashmir. Union Minister Ravi Shankar Prasad demanded that the Congress party should clear its stand on the restoration of Article 370 in the valley. ‘I want to ask Sonia Gandhi and Rahul Gandhi, do they want restoration of Article 370? Please tell the nation categorically and clearly does the Congress support annulment of pro-people laws?’ Prasad asked. The Minister also asked whether the Congress party supports Farooq Abdullah’s statement on seeking China’s help for restoration of Article 370 and Mehbooba Mufti’s remark on the Indian flag. To refresh the mood amid COVID-19 pandemic, the Government of India (GoI) organised cultural event 'Jashan-i-Chilay Kalan' in Srinagar. It was organised by North Zone Cultural Center, Patiala and Ministry of Culture, GoI. The artists from across Kashmir participated in the event. Two security force personnel were killed in a terrorist attack in Jammu and Kashmir. Police said the attack took place on a quick reaction team (QRT) on the outskirts of Srinagar. Following the attack, security forces cordoned off the area and launched a search operation. Police said that QRT came under indiscriminate firing by 3 ultras, who were travelling in a van. The injured jawans were rushed to a military facility in Sharifabad camp where they succumbed.
