Agriculture Secretary Tom Vilsack says broadband is '21st century infrastructure'

Agriculture Secretary Tom Vilsack defended the administration’s broad definition of infrastructure Saturday, telling CNN’s Pamela Brown expanding rural broadband “has to be part of this infrastructure plan.”
