Viktor Bout is the Deputy of the Legislative Assembly of the Ulyanovsk region of the seventh convocation.
Victor Bout was born on January 13, 1967 in Dushanbe, Tajik SSR. In1987, he entered the USSR Military Institute of Ministry of Defense in Moscow.
Upon completion of the one-year courses, he served in Mozambique in the office of military advisers.
