Investigators say a plane crashed on takeoff in Texas two years ago because of jammed parts on the tail that the pilot should have spotted. The National Transportation Safety Board said Thursday that the pilot who did a preflight inspection didn't follow updated procedures because he didn't know about them. Two passengers were seriously injured when the plane ran off a runway, crashed through a fence and into a pasture while trying to take off from Houston Executive Airport in Brookshire, Texas.
