Officer Who Ordered Police Dog to Bite a Black Man Is Charged With Assault

Officer Nickolas J. Pearce of the Salt Lake City Police Department ordered the dog to bite Jeffrey Ryans, even though Mr. Ryans was doing nothing to resist, prosecutors said.
