Capitol police failed to properly lock down Congress Jan. 6: acting chief

Police officers who defended the U.S. Capitol during the Jan. 6 insurrection did not properly lock down the building and were unsure of the rules for using deadly force against the rioters, according to a statement from the acting chief of the Capitol Police.
