BREAKING — EU leaders have agreed a partial embargo covering more than two-thirds of Russian oil imports to the bloc, Charles Michel announced.

The bloc is hoping to overcome objections to a long-stalled plan to impose an oil embargo on Russia. Ukrainian President Volodymyr Zelenskyy also addressed the summit, asking leaders to end "quarrels" and pass sanctions.
