New York Gov.

Andrew Cuomo said the state has the lowest percentage of positive coronavirus cases since the pandemic started.

He also said he'd be issuing an executive order allowing for the immediate shutdown of bars and restaurants not following reopening guidelines.

The governor this morning gave his second to last daily coronavirus briefing.

In it, he talked about massive testing....and shrinking numbers.
