Today, the state of illinois entered the 4th phase of re-opening.

Governor j-b pritzker credits illinois' residents for the decline of covid-19 cases statewide.

News 10's dominic miranda.

Spoke with some illinois residents today.

He joins us now with their reaction to this long-awaited news.

Take pk} a first step in a return to normalcy.

That's how some marshall residents described the beginning of phase four to me.

Up to 50 people can gather...retail stores and restaurants can open wiith some capacity restrictions.

Speaking of restaurants...i spoke with a restaurant owner in marshall.

He told me how far they've come...and where they are now.

Rudy montes has been the owner of marshall family diner for 20 years.

When his son broke the news to him back in march that he would have to close his doors.... montes was completely devastated.

"one of the hardest times in my whole life.

You know i've been here for 20 years.

I've been doing this for almost my whole life.

And after doing this for so many years....it was a very hard 3 and a half months."

On friday, though, there was a smile on montes's face.

Bars and retaurants...like marshall family restaurant..were able to open their doors with limited capacity.

Marshall resident rick davidson says it feels good to get back in the swing of things.

"it's nice to be getting back into more of a routine.

It seems like we've been a little more confined here in illinois with of course chicago being the hub of the infestation, i guess, with covid."

Montes says he is extremely happy to get back up and running again.

He says his restaurant will follow all guidelines to protect customers.

"i want to respect people.

I don't want to have anyone get the virus here.

If they feel comfortable coming to my place.

They are more than welcome."

Montes did tell me it still remains to be seen how well the restaurant does after a 3 and a half month long setback they experienced.

But one thing is for sure.

He's just happy to have smiling faces back in his restaurant.

And have gradual steps toward a return to normalcy here in illinois.
