A vocal protester named Himmat Singh accused the Indian government of orchestrating the killing of Hardeep Singh Nijjar, the president of the Surrey gurdwara in Canada and the coordinator for the Canadian chapter of the Khalistan Referendum. This accusation has caused a rift between New Delhi and Ottawa. Himmat Singh and the organization Sikhs for Justice (SFJ) led the group of Khalistanis at the Hicksville gurdwara in New York. SFJ general counsel Gurpatwant Singh Pannun claims that the "American phase" of the Khalistan referendum voting will start in San Francisco, California.
