Tony licari is the owner of the gym who says after months of living through a shutdown, many of his members are now struggling with weight and mental health stress.

Since phase three of the state's re- opening plan allows for gatherings of up to fifty people outdoors, licari decided to hold classes in the two acre lot outside his gym.

Yesterday two state agents came to his place of business to serve him with a cease and desist order, even though his class size was only four people.
