A debris jam and heavy morning rain flooding entire neighborhoods.

Monday morning's heavy rainfall has flooded the south end of st.

The rising waters completely taking over homes here on joseph street.

Resulting in families being water rescued and forced to evacuate.

The city trying to find a place to house all those affected by the flooding.

But the city is now using the civic arena to temporarily house displaced residentsa rush of running water leaving a community scrabbling on what to do next "this is the first time we've had this.
