The Oneida County Sheriff's Office has identified the victim of the fatal accident on Skinner Road in Westmoreland.
16-year- old damien williams of oneida was hit on skinner road around six o'clock wednesday morning.
Sheriff rob maciol says williams was wearing dark clothing, and the driver, tamara dan- yew of vernon, did not see him walking.
Police say dan-yew tried to stop but could not avoid him.
Dan-yew called 9-1-1 and performed c-p- r... but williams was pronounced dead at the scene.
The investigation is ongoing... investigators have ruled out intoxication and cellphone use.
