Cummings says Covid response held back by EU and ‘smoking ruin’ department

Boris Johnson’s former chief adviser Dominic Cummings has said the Government's efforts to tackle the coronavirus pandemic were held back by Whitehall bureaucracy akin to a “smoking ruin” and EU red tape.
