Ukraine War: US Senators Urge Joe Biden to Declare Russia as State Sponsor of Terrorism | What Does That Mean?

Two United States senators have urged President Joe Biden to designate Russia as a state sponsor of terrorism over its aggression in Ukraine. The designation could be made by either Congress or the president but the two senators said they would push for the decision with or without Biden's support.
