Gov. Jay Inslee on Sunday announced new restrictions on businesses and other activities to stem the spread of Covid-19, which has surged to its most dangerous levels since March. Inslee banned indoor social gatherings involving people outside their households, unless those involved have quarantined for two weeks and have tested negative for the virus no more than 48 hours before gathering.
